Hong Kong SAR has participated in several Olympics. As a territory that does not have a well-funded and respected amateur sports program (just look at how the government turfed the training facilities just to provide a venue to host the Olympics), it traditionally has all kinds of trouble competing at the highest level.
But medals have been won before. Lee Lai-Shang in sailing has won a gold medal, the first ever by a Hong Kong athlete, and the pair of table-tennis players have won silver in 2004.
