"The city of North Oaks, Minnesota demanded that Google remove images of residents' homes used for the Google Maps Street View feature. Google agreed to the request and all North Oaks' Street Views have vanished. The Street View fight was resolved in January but the Star Tribune recently published a very interesting account on the subject."

According to all the news posted in July, only North Oaks (as a city) were ever mentioned of banning Google Street View.

From what I read on the article, this is a city that had some pretty unusual power over street access - re. legality. Additionally, I'd find it hard to imagine many cities actually wanting to remove themselves from the view. "Hey, come to sunny California, just look at the views!!!!"
More likely to get requests to remove specific features (I.e. landfills and unsightly roadworks) or arguments about when new developments will be included.

I can happen to any city which roads are private owned. I personally know a lot of communities which cherish their privacy a lot.
