Your closing date should be 2020.

No one should expect China to surpass the USA in the space race... China's rocket science technology is still a good 35 years behind those of the US. While the Chinese are ambitious (or proud) enough to push things a lot harder, this is not something that sheer stubborn determination would be able to achieve. The only thing hindering US from "winning" is that it may cost too much money, and in a democratic country, its leaders cannot always do what they want.

China and Russia definitely want a piece of that action. Such a project will be huge. There is already a joined effort between Russia and China. Maybe US should merge their project with them too. Who cares which country land on mars first? As long as it is human, then I am happy.

China has a good chance if it works with the Russian, and vice versa.
