    Verizon Wireless has won most of the licenses for the 700MHz spectrum's C-block airwaves. AT&T has won the bulk of the B-block licenses.

      FCC stands for Federal Communications Commission. Basically, it regulates the US wireless network (including mobile network). I think they regularly license out the 700MHz frequency to the highest bidder.
