    im obviously new to this - so forgive the stupid question but uh.. where, uh what source is used (going to be used?) to actually decide which of these is right - or does it still rely on voting average weights after the fact???? or something. wha?

    The Bush administration is already talking about troop cuts.

    The schedule is next summer. So, it might not be likely to have any troop cut this year in 2007.
